Why Hire Online Filipino Workers?

Would it be worth it to hire online freelance workers from the Philippines? Even Google and Yahoo does not encourage telecommuting anymore. Why should I if the gurus have tested it and seen it does not work?
My observation all these years is: Not all people with an internet connection can work at home. However, there is a very small percent of people who DO thrive, perform well and even enjoy working for you, regardless of physical location.

Plugging: Please visit Leon's Games Blog
Leon is a kid blogger who won't get off my case until I post something about his blog. I tell him no since he has lots of pirated stuff on his blog.
But since blood is thicker, can't help it. I'm bound.
He likes games and gadgets and his posts are mixed thoughts and stuff katchi-ed on the net. (I keep bugging him about pirated stuff, grammar and language though.)
I just noticed he doesn't use periods at the end of his sentences. I asked him why and he just said "because I don't want to."
