Why Hire Online Filipino Workers?

Would it be worth it to hire online freelance workers from the Philippines? Even Google and Yahoo does not encourage telecommuting anymore. Why should I if the gurus have tested it and seen it does not work?
My observation all these years is: Not all people with an internet connection can work at home. However, there is a very small percent of people who DO thrive, perform well and even enjoy working for you, regardless of physical location.

Received this SMS (text message) from a College Review Center
One of my sons is a junior in high school. As school is ending, review centers that help prepare kids for college admissions tests have been marketing in their school.
I received this text message from them in my mobile:
hi dps stdnts!those who are joining d summer upcat revw pls come and regster tom at bigleap revw ctr. ty.
ew.
I'm not enrolling my son for anything acamedic-related to anyone that wouldn't spell right, despite the limited word count of SMS.
If these were non-academic lessons I wouldn't be bothered with spelling. But since they are a review center, ehmm.... pass.
