Why Hire Online Filipino Workers?

Would it be worth it to hire online freelance workers from the Philippines? Even Google and Yahoo does not encourage telecommuting anymore. Why should I if the gurus have tested it and seen it does not work?
My observation all these years is: Not all people with an internet connection can work at home. However, there is a very small percent of people who DO thrive, perform well and even enjoy working for you, regardless of physical location.

Yikes! Email down!
Office server is on sick leave. Email is wonky and somehow slowing down computers too because it keeps thinking for the email (and the thinking never gets done).
So, because I am perenially bug-gy, and t'e boss wanted something requested, I took the fastest route to bug people besides email.
1. Type the instructions on word (Yes, with what I intend to do I can almost hear "ding!" as the line approaches the end... DING!),
2. print it,
3. walk to the other department
4. hand in the damn request
The nice thing is I get to chika2 the webmaster as I handed the request in. Personal touch is quite easy face to face than in email.
Yeah. So for you dear wonky email, you did not succeed in bogging down my task: PWNED!!!
